PREFACE
Liberia is endowed with renewable energy resources, but the lack of appropriate policy framework for their exploitation and development has been the major impediment to the development of the RE sub-sector.
Renewable energy technologies (RETs) run on a virtually inexhaustible or replenishable supply of natural fuels. Expanding the nation’s energy supply by attracting investment to renewable energy projects is a strategy for sustainable growth, since RE does not deplete the earth’s finite resources. Developing the renewable energy sub-sector of the country will enhance the value of the overall resource base of the country by using its indigenous energy resources for electricity generation and meeting other critical energy needs. Moreover, since RETs use fuels that are indigenous (rather than imported fossil fuels) they may reduce balance-of-payment problems. Less dependence on fuel imports reduces vulnerability to currency fluctuations and fuel price instability. Undertaking renewable energy projects could generate significant local economic activities, and hence acts as engines for national socio-economic development, especially in rural areas. Thus local involvement, in turn, can stimulate new socio-economic activities with multiplier effects, thereby adding value to local activities.
It is therefore our hope that this Renewable Energy & Energy Efficiency Policy and Action Plan of Liberia will serve as the basis for developing the RE sub-sector in order to induce investment, transfer technology, develop the market, and build local capacity.
